Explosive weapons...  WMD is not WME. WME is a looser term. So it's a complex answer.

@kehvan thanks. some ask "why confront people like this?". One must, to some extent, so that other weak-minded people don't take his word for what happened vs. facts. I find it frightening, how many people think 1/2WTC were "demo-ed". They hop from one theory to another in disjointed fashion (the different theories do not align). They ignore reality in favor of fantasy. They likely do so in other areas of life, which is dangerous for us all.

Dirty bombs could hardly be classed as weapons of mass destruction, so maybe that explains the shift in description to "mass effect". Dirty bombs do little damage - their effect is in the time it takes to decontaminate and only governments have access to large enough quanties to be of any interest, and it requires special containers that would be next to impossible to hide from customs. Heck, i can't even get a small bottle of e-cig nicotine through customs.
