'Jim' is a reference to a Negro or a Nigger (yes this is a reference to the Jim Crow laws), kind of like the way Chocolate Sprinkles are called Jim-Jim's.
The Velvet Underground & Lou's lyrics were always bare social commentary, so it's not surprising. Not that Lou was racist but I doubt he cared if they offended any one.
