That's not a chin curtain: It's a chin strap. A chin curtain is much wider.

I don't know. It's almost like a douchebag beard. But not quite. A douchebag beard is what what fools call a "chin beard." A douchebag beard is a beard on the chin, no mustache, and no hair on the sides but sideburns are optional. What you have doesn't quite fit that description but for some reason it seems like it's in the same category. Just grow a real fricken beard, a goatee, or shave the shit off. No need to douche it up in anyway. My vote is no.
