$42m canal clean-up may be waste of money(16:09 02/12/2009)
A proposed VND744 billion ($42 million) project to build a biological reservoir to clean up the polluted Ba Bo Canal could end up being a wasteful expenditure, experts have said.
Nguyen Phuoc Thao, director of the HCM City Steering Centre for Flood Prevention under the municipal Peoples Committee, said the project was based on the research results on the quality of water at the canal.
The canal, running through Thu Duc District in HCM City and districts of Di An and Thuan An in Binh Duong Province, is contaminated by large amounts of waste water discharged by surrounding industrial parks and nearly 10,000 households.
Industrial waste water is mainly discharged from Binh Duong Provinces Song Than I and II industrial parks, which are all treated to Level A that makes the effluent treatable in a biological reservoir.
"This means that the water contains organic pollutants but not heavy metals, so that the the active-mud treatment technology or biological reservoir can handle the problem," Thao said.
However, deputy director of the citys Department of Transport and Public Works Tran Minh Dung said in a document submitted to the HCM City Peoples Committee that research done by a consultancy firm contradicted the above-mentioned finding.
The consultants report said water in the Ba Bo Canal was still contaminated with specific chemical substances from industrial waste water, including ammonia and Total Suspended Solids (TSS), which were 1.5-4 times higher than allowed. The level of coliform, a bacteria that causes gastrointestinal disorder, was 1,400 times higher than permitted levels, it said.
Dung also noted that Song Than industrial parks could be discharging untreated waste water, or even treated waste water which did not meet standards into the canal because their treatment plants had the capacity of only 8,000cu.m a day.
The Deputy Director of HCM Citys Department of Natural Resources and Environment, Nguyen Van Phuoc, also affirmed that 90 per cent of the canals water had been polluted by industrial waste.
Dr Phung Chi Sy, deputy director of the HCM City Institute of Tropical Technology and Environmental Protection, said among the waste water treatment solutions, biological reservoir was the last stage when the waste water was treated to reach a quality that it only contained some non-toxic substances which could be biological disintegrated.
A biological reservoir cannot handle many polluting substances including oil, hard-disintegrate organic compounds, metal, and coliform.
"It would be useless if the pollution concentration of Ba Bo Canal is much higher than permitted levels," Sy said.
Dr Nguyen Dinh Tuan of the Natural Resources and Environment College said the biological reservoir could handle the polluted water of the Ba Bo Canal if authorities could manage and ensure that the waste water from Song Than I and II industrial parks and small scale industrial complex in Thu Duc District were always at Level A.
Phuoc said it would be difficult to ensure this because the current sanctions regime for polluting and inadequate treatement lacked teeth.
Solution
According to the Ministry of Natural Resources and Environment, the HCM City Steering Center for Flood Prevention should consider the scenarios of pollution concentration in the Ba Bo Canal being much higher than their research results; a breakdown of the waste water treatment plants at Song Than industrial parks; and the parks discharging a large amount of untreated waste water into the canal.
It has said that the better soution is to process effluents through building two more reservoirs one before and one after the biological reservoir.
The first one would treat chemical substances in industrial waste water before it is transferred to the biological reservoir. The last reservoir would collect the sediment before the treated waste water is released into the environment.
The ministry has said the centre should find a remedy for the rubbish that gathers in the upper reaches of the canal and build a station to monitor the quality of water inside and outside the reservoirs.
