@Whyavier The way I saw it was that the bandit stole the rubies not for money but for the sake of it similar to how the jokers crimes don't have a real purpose other than to cause chaos. While the crimes aren't the same the ideas/motives behind them are.

I never really understood this story's relevance to the Joker. The "bandit" was giving out rubies to poor village children and Alfred thinks he wanted to watch the world burn? Thomas Crown-style thievery for sport is not equivalent to mass murder and anarchy.
