That is a belly dancing scarf with coins that ties around your waist. They can usually be found in a local dance store.
For all those wanting to know if you are doing it correctly stand in front of mirror or window at night time and watch yourself do it. Keep in mind your body is different. Adjust it until it looks right. You will feel your muscles burn at first. Watch other belly dancers too the ones that make it look easy are good.

i can't shake my hips as hard as her...she doesn't really explain how to do that..
