Although it would be a federal crime to do so, all a person needs to do to quiet a small caliber firearm for one shot is to duct tape a soda or milk bottle over the barrel.
Once again, this creates an illegally possessed silencer, which would subject the possessor to years of prison and huge fines if caught, however it doesn't take an einstein to figure out how to make a gun quieter, it's pretty much the same principal as putting a muffler on a car.

Silencers are not hard to get, criminals will get them from the black market like they do with guns. Criminals with be evolving along with the police.
