(Why does everything here have to be built for obscene amounts, In Iran for example Chinese company Norinco industries began construction of a new metro line. Check out their bang for buck ) STATE-OWNED China North Industries Corporation (Norinco) has won a contract worth $US 836 million to build Line 4 of the Tehran Metro and supply 160 cars. The 21km east-west line will have 22 stations. This wouldnt even cover the cost of beck handers in Ireland.
I think the question Kawasaki asked was how much did this beautifully illustrated pipe dream cost the tax payer. I think they can figure out the purpose of the plans.

@papajoe666 RPA engaged Modelworks to develop two animations and a suite of still images of Metro West to accompany the Railway Order application. This 3 minute version is one of those animations and a 5 minute version is currently in production to provide greater detail. Some stills are in the EIS documents which you will see on dublinmetrowest.ie. Modelworks won this work from RPA through a competitive tendering process.

@papajoe666 It would not be appropriate for RPA to divulge the cost of this work. We believe the animations and images represent good value and we compliment Modelworks on the high quality of their work. RPA have produced these animations and images so the public can better understand the proposals and make informed submissions to An Bord Pleanála in relation to the route.

@papajoe666 Making it easier for the public and planning authorities to understand the proposals will achieve a better, quicker and cheaper planning process. We are convinced the cost of this work will in the end reduce the overall cost of securing planning for the project and lead to a saving for the taxpayer.

@kawasakinuts The animation presents the scheme in a 3 dimension fashion and conveys the proposed Metro West route in a way that is not possible on engineering or planning drawings and explains the plans much more adequately than a text description.
