Taken at face value thats probably what this seems like. However, Sagara is really the one requesting her to make it an order. In this way he gets to tell Kaname that while he didn't want to leave, he was ordered to by his superior. This saves him the hassle of telling her why he has to leave, at the expense of forcing Tessa to pull rank in order to get Sagara to do what she needs him to do when she'd rather request it as a friend and is quite obviously pained that she has to.
