"Canada and the US have the very same target on a national level for GHG emissions," says Canadian Consul General and former Canadian Deputy Minister of Natural Resources, Cassie Doyle. While defending the development of Canadian tar sands, Doyle pointed out that Canadian oil sands production since 1990 has "seen a 30% improvement in carbon intensity per barrel." With environmental improvements in oil sands production, should Canadian oil still be refined in the US?
