Look Pirillo, you must learn DOCSIS and the standards that were available back then. 5 years ago it would have taken 7 customers on a single node who were downloading 24/7 to use up all the bandwidth. Do you think that an average node of 300 people should have 293 customers not being able to use their Internet? The technology for greater bandwidth, DOCSIS 3.0 was not available at that time.
Look up and learn the technology before you post ignorance...
