Well, I believe it was Doolittle, whom pushed for all out attacks on German cities in daylight. To paraphrase, 'This is their Battle of Britain, they'll send everything they have and they won't count the cost. In the end we'll kill them all.' And we did.

During the Inter-war years, the time the USAAC was developing the possibilities of daylight strategic bombing, Doolittle was a famous test pilot and was not involved with the so called "bomber barons"
He took command of 8th AF BC until January 1944 and, along with Kepner, devised brilliant fighter tactics that would eventually wear down and defeat the Luftwaffe daylight fighting force tasked with protecting the skies of northwestern Nazi-occupied Europe.
