The key words to this woman's comment is "I didn't pay attention to the sign".
That's all you need to know about what happened here. People simply do not "pay attention" and they get nailed. When I didn't "pay attention" in school or at home I got into trouble. What makes people think life in the real world is any different than the way they were RAISED?
It's an excuse, plain and simple. Hence, you get fined a large amount of money and you PAY. Next time I'll bet you will "pay attention".
@Emelsu1993 Well when a 90 year old woman with a handicap tag is struggling to get out of a regular spot while some one who does not need it (note I didn't say their disability was invisible to the naked eye, I said they are handicapped) took their spot. It makes me mad.
@Emelsu1993 Well if you have a bad back and trouble walking...wearing high heels is something your doctor tells you not to do. I am sorry but I agree with fining people who are not disabled and use those spots. I have seen people in walkers, wheel chairs, etc. have to struggle in regular parking spots while some 20 year old with her cell phone glued to her ear and no plate take their spot becuase she didn't want to walk too far!

@Emelsu1993 You can't read right?
IF some one does not have a handicap plate then clearly their doctor doesn't think they are handicapped!

If you can't read signs, you shouldn't be driving. it's a VERY obvious sign.
