@moonglow38: Rent seekers in the government are the ones actually depending on foreign aid. They have no incentive to work toward changing shitty policies because they are gaining immense benefits just the way things are. But you're right - that wasn't too clear in the video.

This doesn't make sense to me. Starts our saying very little aide even reaches these people yet they get dependant on it...how is that possible when the aide doesn't reach them?
