Actually that's not a sundog either; it's called a solar halo. Sundogs are to the right and left of the sun. Good guess though!

It's not a rainbow, it's an atmosheric halo, cause by ice crystals. This particular one is a 22-degree halo.

It's called a CHEMBOW, a result of chemical spraying in the atmosphere. Do any of you see those long trails left in the sky by what look like planes? That spread into sun blocking muck that causes these huge rings to form around the sun? What is wrong with you people, no wonder the world is a mess.
