Target being on the ground or not is irrelevant, we can't see him -maybe he's still holding his gun.

@2210ethan they'd use sustained firepower to overwhelm their opponents. they won't stop shooting until their targets fall down. but once down on the ground, they won't all come together and rush over and shoot the target one more time,at least not all of them because--like i said, they must watch out for other bad guys.
