@SinYue That isn't actually a secret move. It's Dhalsim's "running" animation used whenever his foe gets too far away from the range of the game camera which usually occurs when both foes are at the furthest points of the screen where possible and the opponent gets knocked back by an attack far enough where the game camera has to focus in on the foe and a "running" animation is used to keep characters at a reasonable distance from one another.
