Senate Bill 200 is a comprehensive effort to reform Kentucky's juvenile justice system by providing alternatives to jailing kids for offenses like skipping school or running away from home. The goal of the measure is to achieve better outcomes for families and children, safer communities, and huge savings for taxpayers. Sen. Gerald Neal (D-Louisville) echoed the position held by numerous youth advocates, who say constructive alternatives to detention of serious offenders saves lives and money. He spoke on March 20, 2014.
