This functional exercise demonstrated the State's ability to prevent, respond and mitigate a Hazardous Material incident and Decontamination procedures. The exercise encompassed three incidents: 1) Rail car leak, 2) Clandestine methamphetamine drug lab, and 3) White powder event. These separate venues allowed first responders to assess plans and capabilities of initial response teams; test interoperability of communications between teams and command/control elements; ensure responder life safety; assess local alert procedures; examine team response plans focusing on scene security, public protection and test team ability to correctly identify and address specific Chemical, Biological, Radioactive, Nuclear and Explosive (CBRNE) hazards; initiate command/control with multi-agency operations at multiple CBRNE incidents.
