Definitely what paokalexthes said. It also tends to be an open note on the largest (E) string, so the guitarist / bassist doesn't even need their fretting hand. Chugging refers to the rhythmic repetition of it, too. There are no other notes in the playing during that part.

Probably the guitar playing. In breakdowns most of the times guitarists take a low note and play it over and over again throughout the whole song, especially in the breakdowns.
