Not that I'm aware of! Instead just draw some white dots around the stage - use different sizes and copy and paste them around. A bit more clicking but will achieve the same effect.

cool effect. i'd like to see if there's a way to make the earth graphic warp at the sides of the mask to make the illusion more realistic to the contours

There may be a way in After Effects but i can't think of a way in Flash other than to code some kind of complex grid system where you can edit points on a mesh to adjust/warp the contour of the shape! Or something along those lines. You could also use Swift 3D to make an Earth rotation in 3D space - probably the easiest solution to get a proper 3D animation.
