@AGrandt dont be silly.... plants are lucky to get more than 45% efficiency. the amount of effort to transfer the heat from cooling water (which cant be used because its treated to ensure pure water within the boiler) to heating in homes would be immense. the majority of the energy is lost without any way to stop it short of creating a vacuum all around 200'-300' boilers and hundreds of metres of piping/turbines etc etc etc then making it impossible to repair or alter. to name a few reasons.
@trevenman the secondary loop cools the reactor, but you still need cooling water and a tower to disperse the heat from the gas through a heat exchanger. the reactor temp has to go somewhere!
To me Cooling towers signals a management failure. Why waste heat in a cooling tower when it can be put to good use heating the neighbouring homes and provide plenty hot water.
A well planned and executed implementation of this can cause a coal or gas fired power plant to reach an energy utilisation efficiency rate in the 95-98% range.
