@ryangille That case has to do with no violation prior to stopping the car. With seatbelts being a primary violation in Kansas, not wearing your seatbelt could result in being stopped for a violation.
Since not everyone is required to wear a seatbelt police do not have the right to stop people to check whether or not they are breaking the law. see DELAWARE v. PROUSE, 440 U.S. 648 (1979)
