BS in the description. You need to talk to brother cook or cook to help them out. So it was for a reasion. Second, it's a runescape holiday event so obviously they are going to make it so anyone can do it.

i have done the event with a lvl3 cb an wear nothing(only spider an cape from halloween event 2009 only that is nothing)
