Mayor James, in conjunction with over 50 community and civic leaders is instituting a community project to ensure every child reads at a third grade level by the time that they get to third grade.

The community partners have submitted an application to the National League of Cities All-American Cities program to receive technical assistance. The Mayor has called this project his most important economic development initiative.
