Lag switchers suck, but sometimes there's so many of them, the only way to make it a fair game it to lag switch too.

Once the game is sold Activision could care less what people are doing, just because they say that they care doesn't mean that it's true. All they care about is money, and banning people will cause them to lose customers, and that doesn't make good business sense, in my opinion not addressing these problems is going to make the honest payers stop playing the game.
