This is one of the most despicable human beings ever who profitted from a very poor and illiterate citizenry in a South Texas border town in the 1970s. He took advantage of them and made them look like fools. All the while, he had city heavy equipment working on paving his ranch roads at taxpayer expense while he left the streets of Laredo as dirt streets.
