A "community of change" addresses the waste management problems of Matamoros, Mexico. The pepenadores, or recyclers, have taken the problem head on and have started taking classes to learn environmentally friendly, yet lo-tech, methods of recycling. Following the classes, the pepenadores will have the mental capacity and ability to handle the entire city's waste. They recycle whatever can be reused or resold for raw material value, and send the non-recyclable waste to the new state of the art landfill.
