If you like Joy Division or not is irrelevant, what is sad his last few hours must have been hell for him to do what he done. Sad sad story with an even more upsetting end.

It could have been interpreted that the band was in some way capitalizing on Ian's death, or using it as some means of bolstering the album's notoriety by placing a tomb on the cover. Seeing as it was chosen prior to Ian's death, I think it's fitting and honorable that the band chose to keep it.
