look at the video, what do you see? you see things that aren't in the gta san andreas game, right?, so what is a mod? a mod is any modification performed to the files of any game that lets you play with new or different things from the original game, you can see i replaced cars, player skin, clothes, water, weapons, sounds, etc, as you can imagine you can only create mods in PC because you have windows to look at files and you can install software to edit files

no, only in PC with windows XP/vista/7, i don't think it will work in linux, probably not, so f can only work in windows and consoles don't have windows, then it will never work in consoles, there can only work very small individual mods, not everything that the california megamod has (That is a lot)
