This is Pokemon Quartz. It is a hack by Baro of Pokemon Ruby. I respect your opinion on what the game is, so hopefully you will respect mine as well. I enjoy the game, not all aspects of it, but I find it fun. I can't remember exactly, but I think you have to find the entrance to it underwater and then you have to use Fly to actually get there once you've registered the city on your map. It's been a few months since I played it though, so I'm not 100% sure.
