CDCs gross negligence and criminal incompetence i.e. Deliberate Indifference see Gutierrez v Peters, 111 f. 3d 1364 (7th Cir. 1997), Farmer v. Brennan, 511 U.S. 825 (1994), has resulted in the proliferation of preventable Sexually Transmitted Diseases (STDs), in which the incidence and prevalence of HIV/ AIDS and Syphilis have dramatically increased since 1999.
