The ACLU should have stopped this crap a long time ago in Santa Cruz and nationally, as some cities have passed similar laws. Scott's Valley Ca passed a similar sleeping ban, Orlando passed a feeding ban, this is just all about money. People feel bad when they see poverty but poverty must be seen.
