Sounds like the creation of yet another government bureaucracy Mr. Doggett. I know growing corporatism is a bane to the future of the overwhelming majority of American society BUT I just can't believe what you're proposing will be any better. The Big Government solution has never yielded a successful approach from my historical perspective. I'm truly in a quandary.

guaranteed government funds gives the universities no incentive to lower their rates. government spending in a particular sector raises the price of the goods or services in that particular sector.
