Abel was basically a failed experiment for the creation of all those Seths, and Abel recognizes Guile's sonic boom attack, but Abel doesn't want to tell Guile any info because he was just a stranger...and they eventually fight because Guile needs info on Seth and S.I.N.s Plans

That explains why they fight eachother anyhow
