i as a german also accept that our basketball league or baseball or what ever really sucks compared to yours

I agree. Well you declare for the draft out of college or wherever. They put you under a series of tests in a draft camp to test your skills. These include speed, playing ability, finishing, and composure. Then teams scout you and pick you according to skill level in the draft.
