As far as I know, putting the jews in a ghetto was a compromise between the Venetian government and the church. The venetians didn't mind "letting them mingle among the population", but the church did! Remember that during the same period the jews were violently chased out of Spain and other countries in Europe. They were welcome only in Venice were "Schei" (money) ruled, not religious fundamentalism.
