The notorious "Shadwell FC" (based on real-life notorious English team Millwall FC) are causing serious hooligan trouble again ...
4 police officers are assigned to go undercover into the Shadwell FC "firm" (army of hooligans) and root out the gang leaders.
Unfortunately, one of them becomes seduced by the adrenaline-packed hooligan lifestyle.
It's all about how many hooligans were actually middle class insurance salesman and teachers!
