its bcuz they didnt convert the ballast from floure\cent 2 LED ready. thats what they look like when there is not enough power to the bulb, those R barly lit

It doesen't flash.
thats the camera causing the flashing effect.

I like the idea of LED lighting, as it uses 25% energy, but does this light only flash on and off, or will it remain "on"?
