From aclu.org/brokenpromises: Ashley, 13, was being held as a runaway in a youth detention center when Hurricane Katrina hit. She and other prisoners were abandoned by guards in chest-level flood waters with no food or water.

Government neglect of New Orleans' infrastructure led to the destructive flooding after Hurricane Katrina hit, and bureaucrats' mishandling of the aftermath led to widespread violations of human and civil rights. The ACLU has released video interviews and a new report, Broken Promises: Two Years After Katrina, detailing the abuses prisoners suffered in the wake of the hurricane.
