Rep. George Miller (D-CA) spoke on the House floor on December 2, 2011 against a special-interest bill (H.R. 3010), pushed through the House by the GOP to add more unnecessary red tape that puts American workers, families and consumers in danger. It will thwart the ability to quickly respond to real threats by requiring the 'least costly' protections, even if they aren't feasible or protective.
In other words, this bill will put a brick on the cost-benefit scales to ensure that the safety and health of American workers will lose every time.
