It actually was a make believe malt shop. It was one of the pavillion stages converted to look like a malt shop for the 50's rock theme Blast to the Past

Wait a minute is that an old footage of Goofy? Was it at Goofy's Kitchen?

I think it was called Goofy's Malt Shop during blast to the Past Season and the show was called Rockin' at Goofy's, as heard at the end when Goofy is thanking everyone for seeing the show.
