The word 'hacker' only means someone who hacks apart a device or program, adds or removes parts/code and re-purposes it. Game mods are hacks. Putting an aftermarket muffler on your car is a hack. Perhaps the reporter was just being dramatic, but it seems strange that some can't seem to keep up with the jargon.
