you have to think DMV, this is the state attorney, those guys who are on a 8 hour coffee break, in order for them to touch it they need a few dozen well written complaints as well as a pile of evidence, it can be done if you help the people who are trying to gather the eveidence, plus you have to wait for ever, but it can and does happen
