An excellent heavy duty brick cutter with hardened carbon steel cutting edges. So much easier and cleaner than using a bolster chisel! Clever design cuts the brick on both sides giving two straight edges. Suitable for all brick types. Available from my site www.bricky.com
i can do the same with a trowell in less then 3 seconds

@CyberHarlock It sounds like it's big enough that you don't have to cut any bricks. You might be able to get away with just angling the bricks so that the exterior grout joint is a little bit wider while the interior grout line is non-existent (bricks touching).
If that won't work, you might try changing it from an octagon to a circle.

Is this tool only able to make 90° angles?
I have an octagonal greenhouse that I'd like to build a 4-5 brick high base for ; so every 3rd brick needs to be 22.5° (or is that 67.5° ;-) anyhow, would it be practical for a project like this one please?
