@urbex2007 Sirens are common place in London and the bikers are there to stop both traffic and pedestrians. pedestrians dont pay attention to sirens in london as they hear them so often. Whistles draw more attention to the presence of the bikes and their riders so they can see signals being given by the officers.

@urbex2007 They are less intrusive than sirens for the people in the car (or on the bikes). I don't think it is so much to be low key because the sound is relatively unusual on UK streets so that it draws more attention than sirens do (which are a commonplace sound, In London at least). But the sound is certainly less intrusive than the noise sirens make.
