This is really great fighting spirit, About your comment of leaders being allowed to fight it out personally, this was possible in our distant past. Powerful fighter rulers of ancient empires would do this in Ancient India, the Greek tradition and also in the ancient empires of America like Aztecs and Incas, this was the case, the Native American tribes of America also have this tradition, get the rulers themselves to fight it out rather than throw the whole country into a war.
