Mullah Krekar, Norway's infamous jihadist, was the first suspect when a bomb tore through Oslo on Friday. This background report offers a crucial insight into Norway's handling of extremists.

A week ago Norwegian authorities filed further charges against Krekar for making death threats against a politician, after years of attempts to remove him from the country. In this report he admits to training suicide bombers and founding militant Islamic groups.The fact that he is protected by the Norwegian constitution has prompted much soul-searching in Norway. After Friday's attacks this has intensified: is Norway a shelter for extremism?
