The majority of road races have quite a few twists and turns and these can equate to quite a few seconds in time compared to the oval track that have gradual twists and no sharp turns.
You will always run faster on the track because phycologically you know that you will run faster on a totally flat perfectly even surface.
27min for 6.2miles is one hell of a time that possibly less than a dozen world class athletes could achieve.

@RenewableFuel Tracks are generally enclosed and wind plays less of a factor. Not so for the open road where you are totally exposed to the wind, which if you're ever run into a headwind, can really work to slow you down. And as Renewable fuel pointed out..the hills.

Why is the 10000m time for road significantly slower than the 10000m track world record?
Roads have hills, tracks don't. The hills drain you a lot more than the flat tracks which results in a slower time.
