What if they were tourist's that were just visiting, You want them to take 4 yrs of Spanish for a Spring break vacation in Mexico..? You have to expect diversity in language and culture nowadays.

You make a good point. I do feel that if you plan on living in a certain place for an extended period of time, it's essential to learn the language. No I wouldn't expect someone to go through that much trouble for a trip, but that's the point you're trying to make. The store owner doesn't care why they can't speak English, just that they can't.

Most people don't refuse to learn a new language, from my view....I have seen alot of mexican immigrants come in to the U.S with children, sometimes both parents have to work all day and don't have the time to sit down and learn english. My mother works from 8 AM to 10PM at night, she somewhat speaks english, if she had time to go to school I know she would be very fluent.
